Manchester City's Mangala between Inter and Stoke: the situation

Inter are still looking for defenders. Murillo got officially purchased by Valencia and the nerazzurri now need to bring in a substitute. In that purpose they have been going after City's Mangala, asking for a loan but the Citizens have received an offer from Stoke for a permanent deal, offer they would privilege over Inter's loan one. The player wouldn't like the destination that much though. The situation is then on standby as both parties are not on the same page while Arsenal don't want either to loan Mustafi.
